DVA Aged Care Entitlements: What Veterans Are Entitled to (and Often Don't Claim)

Over 270,000 Australian veterans hold DVA health cards, entitling them to services that most don't fully use. If your parent served in the Australian Defence Force, they may be eligible for free community nursing, home modifications, transport, and daily support — without going through My Aged Care.

This guide covers Gold Card vs White Card entitlements, Veterans' Home Care (VHC), community nursing, mental health support, and how to access services that are often underutilised.

Common mistake: Many veterans with White Cards don't realise they can apply for additional conditions to be accepted. Conditions that develop or worsen due to military service (including mental health conditions that emerged years later) can be claimed at any time. Contact DVA or an Ex-Service Organisation (ESO) for a free assessment.

Veterans' Home Care (VHC)

VHC is DVA's home support program — similar to CHSP but exclusively for veterans. It does NOT require My Aged Care assessment.

Domestic Assistance

House cleaning, laundry, ironing. Up to 6 hours/fortnight for Gold Card holders.

Personal Care

Help with showering, dressing, grooming, and toileting. Assessed based on need.

Safety-Related Home & Garden

Lawn mowing, gutter clearing, minor repairs that affect safety. Prevents falls and fire risk.

Respite Care

In-home or residential respite for carers of veterans. Up to 196 hours/year in-home, 28 days/year residential.

How to Access VHC

Call DVA on 1800 555 254 and request a VHC assessment. An assessor visits the home and determines the level of support needed. No My Aged Care referral required. Processing time: 2–4 weeks.

DVA Community Nursing

Gold Card holders are entitled to free community nursing at home, including:

Wound care and dressings
Medication administration
Continence management
Palliative care nursing
Post-operative care
Health monitoring (BP, blood sugar)
Catheter management
Pain management
Falls risk assessment

Referral via GP or DVA. Major DVA-contracted nursing providers include Bolton Clarke, Silver Chain, Calvary, and Blue Care (varies by state).

Mental Health Support for Veterans

Veterans are at significantly higher risk of PTSD, depression, and anxiety — conditions that worsen with age and isolation.

DVA Home Modifications & Aids

DVA funds a wide range of home modifications and assistive equipment for eligible veterans:

Common Modifications (DVA-funded)

  • ● Stair lifts or platform lifts
  • ● Lever door handles (replacing knobs)

Assistive Equipment (DVA-funded)

Access via GP referral to an Occupational Therapist (OT). The OT assesses the home and recommends modifications. DVA funds the modifications directly — the veteran pays nothing (Gold Card) or nothing for accepted conditions (White Card).
