DVA Aged Care Entitlements: What Veterans Are Entitled to (and Often Don't Claim)
Over 270,000 Australian veterans hold DVA health cards, entitling them to services that most don't fully use. If your parent served in the Australian Defence Force, they may be eligible for free community nursing, home modifications, transport, and daily support — without going through My Aged Care.
This guide covers Gold Card vs White Card entitlements, Veterans' Home Care (VHC), community nursing, mental health support, and how to access services that are often underutilised.
Gold Card vs White Card
| Feature | Gold Card | White Card |
|---|---|---|
| Coverage | ALL conditions (service-related or not) | Only service-related conditions accepted by DVA |
| Eligibility | War veterans, POWs, TPI, EDA, certain service types | Any veteran with accepted service-related conditions |
| GP visits | Free (no gap) | Free for accepted conditions only |
| Specialist visits | Free (DVA fee schedule) | Free for accepted conditions only |
| Medications | Free (RPBS - wider than PBS) | Free for accepted conditions only |
| Hospital admission | Free (public or approved private) | Free for accepted conditions only |
| Dental | Comprehensive — general and specialist | Not covered (unless service-related) |
| Allied health | Physio, OT, psychology, podiatry — all covered | Only for accepted conditions |
| Home care | Veterans' Home Care (VHC) + community nursing | VHC available (some limitations) |
| Transport | Booked car/taxi to medical appointments | For accepted condition appointments only |
Common mistake: Many veterans with White Cards don't realise they can apply for additional conditions to be accepted. Conditions that develop or worsen due to military service (including mental health conditions that emerged years later) can be claimed at any time. Contact DVA or an Ex-Service Organisation (ESO) for a free assessment.

DVA Home Modifications & Aids
DVA funds a wide range of home modifications and assistive equipment for eligible veterans:
Common Modifications (DVA-funded)
- ● Grab rails (bathroom, toilet, stairs)
- ● Walk-in shower conversion
- ● Ramp access (front/back door)
- ● Stair lifts or platform lifts
- ● Lever door handles (replacing knobs)
- ● Widened doorways for wheelchair access
- ● Non-slip flooring in wet areas
Assistive Equipment (DVA-funded)
- ● Walking frames and wheelchairs
- ● Electric beds and pressure mattresses
- ● Shower chairs and bath boards
- ● Toilet raisers and commodes
- ● Hearing aids and amplified phones
- ● Personal emergency alarms

Access via GP referral to an Occupational Therapist (OT). The OT assesses the home and recommends modifications. DVA funds the modifications directly — the veteran pays nothing (Gold Card) or nothing for accepted conditions (White Card).
